This interesting video shows a Russian Su-27 Flanker intercepting a Portuguese P-3 Orion over the Baltic Sea. Note the speed brake deployed on the back of the Flanker as it slows to match the Orion's speed. Leading edge slats are also extended as he tries to match the speed. I wonder if the little wing waggle is intentional, showing the Orion that the Flanker is fully armed. After making his presence known, the Flanker breaks away.

The wing rocking is intentional, but not to display weapons. There are signals and corresponding meanings set to meet ICAO standards. The FAA has their own table to outline the basics here:

This stuff is regulatory by nature here in the US, but around the world some differences are normal (Russian pilot intercepting from the right, etc.)
